Water Management Investments of the Alicante Provincial Council

The investments of the Alicante Provincial Council in water management in support of Local Entities within the Province of Alicante are implemented, on the one hand, through direct actions carried out by the Water Cycle Area, such as project design, construction management, and technical consultancy services performed by in-house staff, as well as services and supplies contracted to external companies; and, on the other hand, through calls for grant applications.

In June 2024, a new Service Charter of the Water Cycle Area was approved. This Charter outlines both the services provided and the commitments made to users. It is available on the Electronic Headquarters and the Transparency Portal of the Alicante Provincial Council:

Main Services Provided

1. Granting of subsidies for hydraulic actions in favour of local entities and irrigation associations within the Province of Alicante, for the following purposes:

  • Construction, improvement and/or repair of water supply and sanitation infrastructures and facilities.

  • Implementation of water quality controls for human consumption.

  • Preparation of technical documents and provision of monitoring services related to municipal water supply and sanitation.

  • Drafting of projects related to the Water Cycle Area.

  • Improvement of water-use efficiency in irrigation.

2. Direct execution of hydraulic works, including construction supervision and control.

3. Technical assistance to municipalities and managing entities for the optimal management of water resources and hydraulic infrastructures.

The main areas of consultancy include:

  • Availability and management of water resources.

  • Alerts and notifications regarding the operation of water supply networks.

  • Water concession projects and wastewater discharge authorisation studies.

  • Support in municipal water and sanitation service concession procedures.

  • Diagnosis and optimisation of hydraulic infrastructures and water tariffs.

  • Technical and operational support in the management of municipal water and sanitation services, through delegated management to the Provincial Council, with the assistance of the public company Proaguas Costablanca.

4. Supply and maintenance of the Provincial Remote-Control System for water resources and municipal hydraulic infrastructures, including the implementation of automation and remote-control systems for water supply.

5. Preparation of studies and development and provision of tools related to provincial water resources.

6. Dissemination of information on provincial hydrology, and on the knowledge and technologies developed. This includes the maintenance and development of the Provincial Hydrological Information System, as well as its management tools and applications for data acquisition and transmission, map and publication editing, and the organisation of events, activities, and conferences, among others.
